Position: AIR/FIRES/SPECIALIST & JTAC-E (GS-0301-12)

Job Description: TThe position is located in the U.S. Marine Corps Forces, Special Operations Command (MARSOC), Operations Division (G3), at Camp Lejeune, North Carolina.

The primary purpose of this position is to advise the Commander, Assistant Chief of Staff (AC/S) G-3, and MARSOC Staff regarding current aviation and fire support capabilities, availability, and employment. The Air/Fires Section manages the Component's JTAC Program; ensuring compliance with USSOCOM JTAC directives to include standardization and evaluation. The Section assists the Marine Raider Support Group (MRG) Fires Platoon in researching JTAC equipment capabilities based upon emerging technology and ensuring MARSOC JTACs are equipped for mission accomplishment accordingly. The Section also screens and prioritizes all JTAC school submissions, provides JTAC-Es in support of all initial and 18-month evaluations, submits and tracks all aviation requests for MSCs, attends all Service and Component level aviation and fire support conferences, and reviews and edits doctrinal aviation and fire support publications and orders.

KNOWLEDGE REQUIRED BY THE POSITION

Operational experience with a special operations unit [U.S. Marine Corps Force Reconnaissance or Special Operations Forces (SOF), U.S. Naval Special Warfare, U.S. Army Special Forces, U.S. Air Force Special Operations Forces, U.S. Marine Corps Air Naval Gunfire Liaison Company (ANGLICO)] as a certified Forward Air Controller or JTAC.

In depth knowledge of USMC and Joint Service doctrine on the planning, integration, application, and control of surface fires to include artillery, mortar, rocket, naval, and non-standard delivery systems.

Current and qualified graduate of the USMC EWTG JTAC course, or equivalent service course per the JTAC AP MOA is desired. Be thoroughly knowledgeable on all USMC Service and USSOCOM currency and qualification requirements for JTACs.

Be thoroughly knowledgeable on the USMC TACP T&R and USSOCOM Manual 350-5 (JTAC Training and Standardization / Evaluation). Be familiar with U.S. Air Force and U.S. Army service tactics, techniques, and procedures (TTPs) for JTAC training and standardization.

Knowledge of Special Operations related TTPs in both formal schoolhouse and informal training environments.

Knowledge of the mission, roles, functions, organizational structures, and operation of USSOCOM organizations, Components, and Theater Special Operation Commands to provide command level staff guidance and/or conduct planning and coordination for employment of MARSOC units and equipment.

Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff through subordinate supervisors.

Ability to analyze, plan, and adjust work operations of subordinates to meet program requirements and objectives within available resources.

Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

Ability to generate time-phased short and long-term plans, policies, and vision in support of capability generation and operational employment. Experience with full-spectrum creation and building of military organizations preferred.

Ability and self-assurance to effectively communicate with Flag/General Officers and senior leadership at the Service Component/Unified Regional Combatant Commander level. Must possess the ability to work and communicate with all levels of management presenting delicate positions on controversial or sensitive matters in a professional manner.

May require up to 50% travel CONUS and OCONUS.

Position Title: EUCOM Theater for SOF (ETSOF) Instructor

Job Description: ETSOF is a regional expertise course that focuses on the US strategic interests in the Europe as outlined in the March 8, 2018 Posture Statement by United States European Command. The ETSOF instructor works for the USAFSOS Theater Engagement Department. Duties include: Plan and execute one week-long indoctrination, continuing education, pre-deployment education, and issues-based instruction for SOF and SOF enabler students to cultivate region-specific knowledge of the EUCOM Theater of operations; Maintain current knowledge of which AFSOC units are deploying to the EUCOM AOR, and maintain knowledge of the missions of the pertinent units through active liaison; Produce lesson plans geared towards those missions and the political/military challenges; Instruct students and selects appropriate guest speakers to deliver instruction, as necessary to best meet the student need; Develop curriculum materials necessary to facilitate on-line/blended learning; Ensure course conduct is in compliance with USAF Instructional Systems Development (ISD) guidelines; Manage the curriculum development/review process to ensure course meets or exceeds the needs of SOF customers

 

Requirements:

  • Master’s degree with at least 18 under-graduate semester credit hours and 24 graduate semester hours directly related to the target region in foreign policy, international relations, political science, foreign area studies, history, sociology, or other related academic discipline to be approved by the Government.
  • 2 years of experience teaching regional studies to military audiences in a manner that is student focused.
  • Developed curricula and teaching materials related to the target region for courses at the undergraduate and graduate level.
  • 4 years (to include at least 3 months within the last 2 years) of experience living in the target region on the local economy engaged in work or studies.
  • SECRET Security Clearance
  • Knowledge of a foreign language is not required but it will be considered preferable if it enables the instructor to use authentic materials written in the target language

Rally Point Management, LLC (RPM) is seeking a SOF Joint Fires Specialist to join our Joint SOF Development, Training and Education team.
Background:
The US Special Operations Command (USSOCOM), Directorate of Joint Special Operations Forces (SOF) Development (JSD), J7 Training and Education Division (J7 T&E) provides timely delivery of focused training solutions to SOF. This is accomplished through facilitating the validation of training requirements and resources, training plan development and coordination of SOF Joint Fires Cell (SJFC) training support coordinated through the SOF Training Support Center (STSC).

RPM provides J7 T&E with knowledgeable contractors that have experience in Joint Terminal Attack Controller (JTAC) and Joint Fires Observer (JFO) procedures to conduct Call for Fire (CFF) operations in combat environments.

SOF Joint Fires Specialists:
  • Integrate AC-130 gunship crew interface with JTAC trainees replicating USSOCOM approved TTPs.
  • Provide support for effective training, orientation, and familiarization for ground personnel to conduct fire support and emergency CAS procedures. Educate JTACs on the capabilities associated with the AC-130 gunship and other SOF aviation assets’ Tactics, Techniques, and Procedures (TTPs).
  • Support AC-130 gunship proficiency, incorporating updates to the corresponding gunship TTPs.
  • Produce and maintain grade sheets for all CAS controls for uniform services’ JTAC/SOTAC/TACP/JFO personnel to stay qualified.
  • Participate in scenarios as a JTAC to provide quality control for basic scenarios through full mission profile events. Provide recommendations to database modelers and virtual model architects to adjust entities to better improve scenario performance.

Minimum Qualifications:

  • Prior Active Duty SOF within the past 5 years (O-3 to O-5 or E-7 to E-8).
  • 12 years of Special Operations experience.
  • 6 years’ experience as an AC-130 crewmember (Pilot, Navigator, Fire Control Officer, or Sensor Operator) and knowledge of current SOF approved TTPs and airframe capabilities in conducting CFF support.
  • 6 years experience in joint operations, with tactical and operational-level SOF planning.
  • 3 years experience in using modeling & simulation software to train and exercise SOF personnel in a virtual environment.
  • Active security clearance at or above Secret.
  • Travel: Less than 25%.
